A high-level Committee of Jammu and Kashmir Government and the Ministry of Home Affairs (MHA) set up for Cadre Review of Jammu and Kashmir Police Services (JKPS) has completed its task and submitted recommendations to the Home Department proposing substantial increase in number of posts in the rank of Additional SPs, SPs and SSPs and creation of six new posts of IG and DIG equivalent for the JKPS officers.

The Committee comprising representatives from Home Department of Jammu and Kashmir Government, Union Ministry of Home Affairs (MHA), Police Headquarters, Finance and Law Departments of the UT Government, submitted its recommendations to the Home Department which now has to take concurrence of the Finance Department since financial implications are involved in creation of new posts. If the concurrence is given by the Finance Department, the proposal will finally go to Lieutenant Governor Manoj Sinha for approval.

The Panel was tasked to submit findings by April 30 which were delayed due to April 22 Pahalgam terror attack.

While no details were available officially, reliable sources told the Excelsior that posts of Additional SPs are likely to go up by 40-45 as per the Cadre Review Committee recommendations as a number of new posts have been proposed in Special Operations Group (SOG), Cyber Security, Women & Child Protection etc which are being seen as “emerging challenges”.

Posts of Superintendents of Police (SPs) are likely to go up by about 30 and that of SSPs by around 25.

“If recommendations of the Committee are through, six more posts are likely to be created in IG and DIG equivalent ranks. Four posts have been proposed for DIG equivalent and two as IG equivalent for the JKPS officers,” the sources said.

They said the posts in the ranks of Additional SPs and SPs are likely to go up substantially as the high-level Committee has proposed increase in the posts of SOG, Cyber Security, Women and Child Protection etc which have been taken as emerging threats. An Additional SP or SP could be made Incharge of two districts.

More significant is the creation of six posts-two as IG equivalent and four as DIG equivalent for the JKPS officers.

As per the earlier cadre review, the Police Department had identified two posts in the rank of IGP and six in the rank of DIG on which the JKPS officers had to be posted. Of these posts, one in the rank of IGP and four DIG, have been filled up.

One post of the IGP-equivalent couldn’t be filled up as the JKPS officer in seniority had an inquiry pending against him. Once the issue is sorted out, one post in the rank of IGP and two DIG-equivalents will be filled up by the Government as these posts stand approved.

The new proposal will take total number of posts of IGP equivalent to four and DIG equivalent to 10.

This will facilitate promotion chances in most of the ranks with a view to address issue of stagnation among the JKPS officers as the stagnation is not only confined to the SSP rank but below as well.

The Panel was mandated to identify non-cadre posts.

As per the earlier provisions, only IPS officers could be posted as DIG and above.

Eligibility for posting of JKPS officers against the posts of Directors (which are DIG equivalent) is 18 years while for the posts of Commissioners (IGP equivalent); the service requirement is 22 years. Daily Excelsior
