In a major boost to infrastructure development in Jammu & Kashmir, the Government of India (GoI) has invested Rs 29,903 crore in the improvement and expansion of National Highways (NHs) across the region. This investment has led to the construction of 1,003 km of new highway stretches over the past five years, enhancing connectivity and boosting regional growth.

The Ministry of Road Transport and Highways (MoRTH) has provided detailed updates on various aspects of NH development, including electronic monitoring systems, road safety measures, toll collection and ongoing infrastructure improvements.

As part of efforts to ensure safe travel, the government has implemented advanced electronic surveillance systems, such as the Advanced Traffic Management System (ATMS), on critical stretches like the Qazigund-Banihal section of NH-44/NH-1A. Although some sections remain under limited surveillance, the government is actively working on improving safety across the entire highway network. Mandatory road safety audits are conducted at each stage—design, construction, and operation—to reduce accidents.

In response to frequent road accidents, the government said it has focused on rectifying identified black spots. “Currently, 200 such locations have been recognized, and corrective measures like enhanced signage, road markings, crash barriers, and speed controls are being implemented. Long-term solutions, including widening roads and improving junctions, are also underway,” it said.

To maintain high standards, Jammu & Kashmir’s National Highways are managed under Performance-Based Maintenance Contracts (PBMC) and Short-Term Maintenance Contracts (STMC). Contractors who fail to meet these maintenance standards face financial penalties.

On the toll collection front, the Ministry has imposed multiple penalties on toll contractors in Jammu due to non-compliance, with fines of up to Rs 1,00,000 per instance. The revenue collected is deposited into the Consolidated Fund of India, fueling further development projects.

The government has also taken steps to improve roadside infrastructure. Twenty Wayside Amenities (WSAs) are planned throughout the region, offering essential facilities like restrooms, food stalls, and parking. Additionally, public toilets at toll plazas are now monitored through the NHAI One app, with fines for poor maintenance.

Over the past five years, the government said it has made significant strides in enhancing the region’s connectivity, with 86 underpasses, flyovers, and one road overbridge constructed. These infrastructure developments aim to ease pedestrian and vehicular movement, making travel smoother and safer for everyone.

With this continued focus on highway development and safety, Jammu & Kashmir is set to see lasting improvements in its transportation network, benefiting both residents and visitors.
