The government on Thursday extended by six months recruitment rules through “executive orders” for filling of specified critical posts by Administrative Departments with immediate effect.

The government’s General Administration Department, vide an order on February 16 this year had allowed Administrative Departments to issue ‘Executive Orders’ for filling the gaps in existing recruitment rules or where there are no formal recruitment rules in place, for specified critical posts.

Besides, they were also allowed to act on such Executive Orders issued already as a “one-time exemption for a period of six months with the stipulation that during this period the Departments shall finalize/revise the recruitment rules as per the prescribed procedure.”

In terms of the same order, the Departments were also advised to seek prior concurrence of ARI & Trainings Department as well as Law Department before submission of proposals relating to ‘Executive Orders’ for consideration of Competent Authority with proper justification. Further, the ARI & Trainings Department was advised to issue guidelines along with a check-list for considering such proposals to be submitted by Administrative Departments.

Pursuant to it, ARI & Trainings Department notified the guidelines/Checklist vide an order on June 21 this years. Initially, the arrangement for notification of recruitment rules through Executive orders was permissible for a period of only six months. However, after the ARI & Trainings Department issued guidelines or checklist, the available time for departments to finalize proposals and obtain concurrence of ARI & Trainings as well as Law Department was significantly reduced, noted a government order issued today.

“The matter has been considered by the Competent Authority and approved extension in time period for notification of recruitment rules through executive orders by Administrative Departments for a further period of six months with immediate effect,” reads the order.

“Now therefore, in view of the above, in continuation of Government Order No. 635-JK(GAD) of 2024 dated 16-02-2024, sanction is hereby accorded to the extension in time period for notification of recruitment rules through “Executive Orders” by Administrative Departments for a further period of six months with immediate effect,” the order reads. However, it said, the extension shall not be a perpetual alternative to the formulation and framing of regular recruitment rules. “Further, the Departments shall expedite the formulation/framing of recruitment rules in a time bound manner as no further extension in this regard shall be granted in future.” (GNS)
