Govt mulls de-freezing of 50% General Line Teacher posts

In a major development, the government is mulling to de-freeze the half of General Line Teachers (GLTs) posts that were freezed by the erstwhile State Administrative Council (SAC) in December-2018.

Pertinently, in 2018, the SAC had freezed 6576 GLT posts for drawl of salaries of Rehbar-e-Taleem (ReTs) teachers.

Education Minister Sakina Itoo in a review meeting has directed to de-freeze the posts of General Line Teachers.

“While deliberating on the issue of shortage of teaching staff in view of subsuming of General Line Teacher vacancies against the supernumerary posts created for RRET transition as per SAC decision of 2018, it was directed that department shall move a proposal for de-freezing of 50 percent of posts thereby extending the period from 2029 to 2034 so that new recruitment is undertaken through JKSSB to infuse fresh manpower to the department,” Itoo directed.

About the filling of vacancies at different levels, the education minister further directed vacant posts especially CEOs, ZEOs, Principals and Head Masters be filled at an earliest.

In the meeting, instructions were issued for filing up of vacancies under promotion quota in all the cadres by July-31-2025 and submission of proposals for conduct of DPCs to the JKPSC simultaneously.

“The female literacy rate has been observed to be lower as compared to male literacy rate. Special focus should be given on the education of girl child and 100 percent pass percentage be ensured at High and Higher Secondary level,” the minister directed.

In the meeting, both the directors of school education directed to work out the details of unutilized funds lying in the shape of drafts under the scheme ‘Beti Anmol’ and the same may be deposited back into the government treasury.

About the availability of school buildings and basic infrastructure, it was apprised in the meeting that some schools do not have their own school buildings and are functioning in rented buildings.

“Both the Directors shall furnish the proposals for construction of school buildings within available funds to ensure that all schools have their own buildings and sufficient class rooms,” the minister said.

She further said that both the directors of Jammu and Kashmir divisions shall share the list of building less schools and schools with deficient infrastructure with the Project Director, Samagra Shiksha, J&K for their projection in the PAB of Samagra Shiksha—(KNO)
