Major Reshuffle In Civil Administration, 134 JKAS Officers Transferred

In a major administrative reshuffle, the Jammu and Kashmir Government today ordered the transfer and posting of 134 Jammu and Kashmir Administrative Services (JKAS) officers.

Mr. Bashir Ahmad Dar, JKAS, Managing Director of Jammu and Kashmir Project Construction Corporation (JKPCC), has been transferred and posted as Secretary, J&K Public Service Commission, against an available vacancy.

Mr. Rajinder Singh Tara, JKAS, who was serving as Director General, Youth Services and Sports, has now been posted as Controller, Legal Metrology, J&K.

Ms. Smita Sethi, JKAS, Secretary in the Industries and Commerce Department, has been appointed as Commissioner, Food and Drug Administration, J&K.

Meanwhile, Ms. Anuradha Gupta, JKAS, Controller, Legal Metrology, has been posted as Director General, Youth Services and Sports, replacing Mr. Tara.

Ms. Mathora Masoom, JKAS, Special Secretary in the Tourism Department, has been transferred and appointed as Managing Director, J&K Financial Corporation, replacing Mr. Shafat Sultan, who shall await further orders of adjustment in the General Administration Department.

Mr. Abdul Hafiz Shah, JKAS, who was awaiting orders of adjustment in the office of the Divisional Commissioner, Kashmir, has been posted as Special Secretary in the Information Technology Department.

Mr. Musheer Ahmed, JKAS, currently Special Secretary in the Social Welfare Department, has been posted as Mission Director, ICDS, J&K.

Mr. Nawab Din, JKAS, serving as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, has been posted as Custodian General, J&K.

Mr. Gulzar Ahmad Dar, JKAS, Special Secretary in the School Education Department, will now serve as Special Secretary in the Planning, Development and Monitoring Department.

Mr. Mohammad Mumtaz Ali, JKAS, Director of Rural Development, Jammu, has been posted as Director, Tribal Affairs, J&K. Consequently, Mr. Ghulam Rasool, JKAS, Director, Tribal Affairs, shall await further orders of adjustment in the General Administration Department.

Mr. Rishpal Singh, JKAS, Custodian General, J&K, has been transferred and posted as Special Secretary to the Government, Industries and Commerce Department.

Mr. Kishori Lal, JKAS, Mission Director, ICDS, has been posted as Additional Commissioner, State Taxes (Tax Planning, Policy & Advance Ruling), J&K, against an available vacancy.

Mr. Mansoor Aslam Chowdhary, JKAS, serving as Additional Inspector General of Registration, Jammu, has been transferred and posted as Special Secretary to the Government, Department of Food, Civil Supplies and Consumer Affairs.

Mr. Pankaj Gupta, JKAS, presently Special Secretary in the ARI and Trainings Department, will replace Mr. Chowdhary as Additional Inspector General of Registration, Jammu.

Ms. Shahnaz Akhter, JKAS, Joint Director at the J&K Institute of Management, Public Administration and Rural Development, has been appointed as Director, Rural Development.

Mr. Fayaz Ahmad Banday, JKAS, who was awaiting posting in the General Administration Department, has been appointed as Director, Command Area Development, Kashmir.

Ms. Prerna Raina, JKAS, also awaiting orders of adjustment in the GAD, has been posted as Special Secretary to the Government, Power Development Department.

Ms. Rimpy Ohri, JKAS, Special Secretary in the office of the Chief Electoral Officer, J&K, has been posted as Director, Public Relations, New Delhi.

Mr. Ved Prakash, JKAS, Joint Director, Youth Services and Sports, Jammu, has been posted as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur.

Mr. Pardeep Singh, JKAS, Deputy Commissioner, State Taxes (Enforcement), Kathua, has been appointed as Managing Director, SIDCO. He will also hold the additional charge of Managing Director, SICOP, until further orders.

Mr. Ghalib Mohi-ud-din Shah, Secretary of the Royal Spring Golf Course, Srinagar, who was also holding the additional charge of Director, SKICC, has now been posted as Director, SKICC, on a full-time basis. He will continue to hold additional charge of Secretary, Royal Spring Golf Course.

Dr. Subash Chander, JKAS, Programme Officer, ICDS Project, Samba, has been transferred and posted as Special Secretary to the Government, Higher Education Department.

Mr. Mir Afroz, Director, Public Relations, J&K, has been transferred and shall await further orders of adjustment in the General Administration Department.

Mr. Krishan Lal, JKAS, Joint Commissioner of Jammu Municipal Corporation, has been transferred and posted as Additional Secretary to the Government, Social Welfare Department.

Mr. Nazir Ahmad Mir, JKAS, who was awaiting adjustment in the General Administration Department (GAD), has been posted as Additional Secretary, Transport Department.

Mr. Rakesh Kumar, JKAS, Joint Commissioner, Jammu Municipal Corporation, and also holding the charge of Additional CEO, Smart City Jammu, has now been posted as Deputy Commissioner, State Taxes (IT, Data Analytics & Economic Intelligence), Jammu.

Ms. Kanchan Bala, JKAS, presently Deputy Commissioner, State Taxes (IT, Data Analytics & Economic Intelligence), Jammu, has been transferred and posted as Additional Secretary, Planning, Development and Monitoring Department.

Mr. Sudershan Kumar, JKAS, awaiting orders in the GAD, has been posted as Programme Officer, ICDS Project, Reasi.

Mr. Sunil Kumar, JKAS, also awaiting adjustment, has been posted as Chief Administrative Officer (HR), JPDCL, against an available vacancy.

Ms. Subah Mehta, JKAS, Joint Director, School Education, Jammu, has been posted as Joint Commissioner, Jammu Municipal Corporation. She will also hold additional charge as Additional CEO, Smart City Jammu

Ms. Vinakshi Koul, JKAS, Deputy Labour Commissioner, Jammu, has been transferred and posted as Joint Director, Youth Services and Sports, Jammu.

Ms. Deepika Rana, JKAS, awaiting adjustment in the GAD, has been posted as Member, J&K Services Selection Board.

Mr. Khalid Hussain Malik, JKAS, has been posted as Joint Registrar, Cooperative Societies (Audit), Kashmir.

Mr. Riyaz Ahmad Shah, JKAS, has been assigned the role of Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Srinagar.

Mr. Paramjeet Singh, JKAS, Programme Officer, ICDS Doda (also holding charge as GM, DIC Doda), has now been posted as Joint Director, Employment, Jammu.

Mr. Romin Ahmad, JKAS, has been posted as Joint Director, Handloom, Kashmir, while Mr. Chand Kishore Sharma, JKAS, Additional Secretary, Health & Medical Education Department, has been posted as Joint Director, Entrepreneurship Development Institute (EDI), J&K. Notably, a selection-grade post from the overall cadre strength has been transferred to EDI for drawl of his salary.

Mr. Waseem Raja, JKAS, Additional Secretary, Forest, Ecology and Environment Department, has been posted as Joint Director, Tourism, Kashmir.

Mr. Ghulam Nabi Bhat, JKAS, Additional Secretary, School Education Department, has been transferred as Additional Secretary, Revenue Department.

Mr. Zahoor Ahmad Raina, JKAS, has been posted as Programme Officer, ICDS Project, Anantnag.

Mr. Ashwani Kumar, JKAS, Joint Director, Employment, Jammu, has been posted as Programme Officer, ICDS Project, Doda.

Ms. Nuzhat Khurshid, JKAS, who was awaiting adjustment in the General Administration Department, has now been posted as Joint Commissioner, Srinagar Municipal Corporation, filling an available vacancy.

Mr. Giasul Haq, JKAS, also awaiting orders of adjustment, has been appointed as Additional Secretary to the Government in the Disaster Management, Relief, Rehabilitation, and Reconstruction Department.

Similarly, Mr. Rizwan Asgar, JKAS, has been posted as Joint Director, Industries and Commerce (Development), Jammu.

Mr. Prince Noorul Hamid, JKAS, currently serving as Deputy Secretary to the Government, Higher Education Department, has been transferred and posted as Deputy Secretary in the J&K Public Service Commission.

Mr. Mohammad Imran Khan, JKAS, who was serving as Chief Executive Officer of the Wullar-Manasbal Tourism Development Authority, has been transferred and posted as Additional Mission Director of the J&K Rural Livelihood Mission, Kashmir.

Mr. Vikas Anand has been posted as Joint Transport Commissioner. Ms. Sanchi Misra has been shifted to the post of Joint Director, Food, Civil Supplies and Consumer Affairs, Jammu, while Mr. Ajay Salaan takes charge as General Manager, J&K Road Transport Corporation, Jammu.

Mr. Gurdev Kumar is now Joint Director, School Education, Jammu. Mr. Umesh Sharma has been appointed Deputy Secretary, School Education Department. Mr. Ajaz Ahmad Bhat will now serve as Additional Secretary, Health and Medical Education Department.

Meanwhile, Ms. Mantasha Binti Rashid moves to DIC Ganderbal as General Manager while also holding additional charge as Registrar, District Ganderbal.

Mr. Sartaj Hussain has been posted as Joint Director (Administration), Rural Development Department, Kashmir, while continuing as Deputy Director, Estates. Mr. Harpal Singh joins as Programme Officer, ICDS, Rajouri.

Mr. Bilal Ahmad has been posted as Project Officer, Wage Employment (ACD), Kulgam, and Mr. Bashir Ahmad Padder has been posted as Project Officer, Bandipora.

Mr. Javid Ahmad Rather is posted as Deputy Director (Public Relations) and will also hold additional charge of Deputy Director (Audio-Visual). Mr. Manoj Kumar has been transferred to the Information Department as Deputy Secretary. Mr. Junaid Amin Bhat and Mr. Khanzada Mohammad Usman have also been posted to the Information Department.

Mr. Zahoor Ahmad Bhat is now Assistant Commissioner, State Taxes, Enforcement (Central), Kashmir. Mr. Ankush Sharma’s services have been placed with the Finance Department for posting as ETO/CTO.

Ms. Sunaina Saini and Mr. Rafiq Ahmad have been appointed Deputy Directors at the District Employment and Counselling Centres in Jammu and Doda, respectively. Ms. Yasmeen Jan takes over as Deputy Secretary, Labour and Employment Department, and Mr. Amit Singh Manhas is now Under Secretary in the same department.

Mr. Shakeel Ahmad Sheshtar has been appointed Collector, Land Acquisition (Special Army), Budgam and Srinagar. Mr. Syed Mushtaq Razvi takes over as Deputy Director, Tribal Affairs, Kashmir. Mr. Inzar Ahmed Rana joins the Tribal Affairs Department as Under Secretary.

Multiple officers have been posted as Deputy District Election Officers, including Mr. Javid Ahmad Rather (Budgam), Mr. Mukhtar Ahmad (Pulwama), Mr. Nisar Ahmad Wani (Anantnag), and Mr. Vijay Kumar (Reasi). Mr. Syed Farooq Ahmad is the new Assistant Commissioner (Central) in the office of the Divisional Commissioner, Kashmir.

Mr. Rizwan Asgar is posted as Joint Director, Industries & Commerce (Development), Jammu. Mr. Mohammad Muneer Ahmed Bhat is appointed Deputy Director, Quality Control, Handicrafts.

Several Jr. Scale JKAS officers have been placed at the disposal of the Industries and Commerce Department, including Mr. Sameer Ahmad Dar and Mr. Anil Kumar.

Mr. Sheikh Enayattullah has been transferred as Deputy Director, Tourism, Kashmir. Ms. Anju Anand joins as Deputy Secretary, Housing and Urban Development Department.

Mr. Wakeel Ahmed Batt is now Under Secretary in the Industries and Commerce Department. Ms. Anu Sharma has been posted to the Chief Minister’s Public Services and Outreach Office (Raabita).

Mr. Fayaz Ahmad Bhat has been posted as Deputy Director, ICDS, Kashmir.

Mr. Rameshwar Kumar is now Deputy Secretary, Agriculture Production Department. Mr. Chander Kant Bhagat is posted with the Commissioner for Persons with Disabilities. Ms. Surbhi Raina has been appointed Deputy Secretary in the State Election Commission, Jammu.

Mr. Mohammad Ayub Dar moves to the J&K Services Selection Board. Mr. Syed Farhana Asgar has been posted as Sub-Registrar, Srinagar (West), relieving Ms. Arshi Rasool of additional charge.

Several officers previously awaiting orders of adjustment have now been accommodated, including Mr. Abdul Majid (Poonch), Mr. Harvinder Singh (Kathua), and Mr. Mohinder Kumar Sharma (Udhampur), among others..
