A circular issued by NC Kishtwar District President Tanvir Ahmed Kichloo has gone viral after former J&K CM Omar Abdullah shared it online with a sarcastic caption.

The circular states that no party official is allowed to “harass any government employee” without proof or the District President’s permission. Omar Abdullah mocked the wording, saying it shows the party’s “discipline.”
