PMO, President’s office complain of corruption, misappropriation of public money in J&K

In a major disclosure, the Jammu and Kashmir Government has admitted that it received 1766 complaints from the Prime Minister’s Office and President’s Secretariat, regarding violation of rules, governance issues, misappropriation of public money and corruption against officers/ officials in the Union Territory of J&K.

These include 775 complaints of governance issues, 187 of violation of rules, 54 of misappropriation of public money or other irregularities, 95 of corruption against officers/ officials and 655 of other nature.

The revelation was made by the Chief Minister in reply to an un-starred question by the BJP MLA R S Pathania in the Legislative Assembly, here today.

While 1517 complaints were received from the Prime Minister’s Office (PMO), 249 such complaints have been forwarded to the J&K Government by the President’s Secretariat.

The nature of complaints received from PMO, included 706 of governance issues, 162 of violation of rules, 52 of misappropriation of public money or other irregularities, 88 of corruption against officers/officials and 509 others.

Similarly, the complaints received from the President’s Secretariat include 25 of violation of rules, 69 of governance issues, 02 of misappropriation of public money, 07 of corruption against officers/officials and 146 of other nature.

In response to another question, the Chief Minister informed that a total of 49,358 complaints have been received by the Government through e-SAMADHAAN portal and 35,585 of them have been disposed off.

However, no officer/officials has been found guilty and penalized after evaluation of the complaints, as of now.

Admitting that the complainants, at times, show their dissatisfaction with respect to the disposal of their grievances, the Chief Minister said that for redressing this issue, an appeal mechanism has been recently put in place in the month of March 2025 in JK Samadhan Portal by the Department of Public Grievances, J&K, through service provider (BISAG-N).

Under this mechanism, any citizen who feels that his/her grievance has not been properly disposed of, can file an appeal, which shall be examined and reviewed by the Appellate Authority nominated by the concerned Administrative Department on the portal only.

Dodging the reply to a specific question that instances of leakage or revelation of the names of applicants have been repeated, the Government has claimed that JK Samadhan is an e-governance initiative that serves as an accountable, transparent and effective grievance redressal platform.

Even as complaint boxes have also been placed in the Civil Secretariat and all departments of Jammu and Kashmir Union Territory, the response is extremely poor as only 23 complaints have been received since February 2025 in these complaint boxes.

The Government has said that the general public always prefers various online modes of complaint filing viz, JK Samadhan, CP GRAMS, RAABITA, emails etc as per their convenience. Most of complaints are generic in nature and pertain to availing of public services, court cases and demands for new developmental works. ( Excelsior)
